“You might not think of Texarkana as a notable meat-packing city, but, it was at one time.” At 102 Spruce St., on the Texas side of town, sits a red building with “Jacob E. Decker & Sons” on it. Most of you will remember that Decker was a national meat-packing chain like Armour and Swift.
